David Levy, 36, a trooper with the Media Barracks, has been charged with official oppression, dangerously harming another person, possessing an instrument of crime, and simple assault, according to the Chester County District Attorney’s Office.
Levy allegedly used his off-duty status to force another vehicle off the road on December 28 shortly before 6 p.m. on Route 1 southbound near Longwood Gardens in Kennett Township. He allegedly displayed a firearm while approaching the vehicle and yelled demands.

A family was reportedly traveling toward Longwood Gardens when Levy abruptly started to brake in front of them as they attempted to pass a stationary vehicle, according to a 911 call.

According to the complaint, as they passed Levy, he attempted to pass them by driving on the right shoulder before driving into their lane and pushing them off the road and into the grass in the direction of a road sign, a concrete curb, and a barrier. The officials said they avoided a collision by passing another car in the right lane.

The Longwood Gardens exit ramp was then accessible, and Levy followed them. He allegedly continued driving on the grassy area on the ramp’s left side while overtaking vehicles and obstructing a lane of oncoming traffic.

According to the authorities, he turned on his four-ways at that point, and a gunshot was heard. With a revolver in his hand, he got out of his automobile, went to the victim’s car, and started yelling at them. After that, he allegedly accused them of cutting him off in traffic and again claimed to be a state trooper.

The police were subsequently contacted, a recording of the incident was made, and a passenger yelled. According to authorities, Levy then re-entered his car and started driving away.

The victims captured the majority of the incident on camera. A 9mm cartridge case and a bullet hole were discovered by police when they examined Levy’s automobile.

Police discovered Levy had been drinking before the incident, according to officials, in a tavern in Aston Township.
