EL PASO, Texas — Enforcement and Removal Operations (ERO) El Paso deportation officers removed an unlawfully present citizen of Mexico wanted for homicide on March 1. Authorities turned over Cesar Giovanny Palomino-Espino, 24, to Mexican authorities at the international boundary at the Stanton Street Bridge in downtown El Paso.
“Protecting border security and public safety by identifying and removing foreign fugitives from our country is a top priority for ERO,” ERO El Paso Field Office Director Mary De Anda-Ybarra. “The robust relationship between the United States and Mexico ensures that dangerous criminals who commit crimes abroad don’t use the United States as a safe haven from justice in their home countries.”
On March 16, 2018, Palomino-Espino arrived at the Presidio Port of Entry, where U.S. Customs and Border Protection officers served him with a Notice and Order of Expedited Removal. The next day, ERO El Paso took custody of Palomino-Espino, who was detained at the El Paso Processing Center.
An immigration judge ordered Palomino-Espino removed from the United States on April 24, 2018, and the following month, officials removed him from the United States to Mexico.
On August 25, 2020, he entered the United States illegally at or near El Paso. On January 6, 2022, a judge in Chihuahua, Mexico, issued an arrest warrant for Palomino-Espino for homicide.
ERO El Paso officers encountered Palomino-Espino on February 7 at the Andrews County Detention Center and lodged an immigration detainer against him. On February 16, the Andrews County Detention Center turned him over to ERO Midland officers, who served him with a Notice of Intent/Decision to Reinstate Prior Removal Order and transferred him to the El Paso Processing Center to await removal proceedings.

In the fiscal year 2022, ERO arrested 46,396 noncitizens with criminal histories. This group had 198,498 associated charges and convictions, including 21,531 assault offenses; 8,164 sex and sexual assault offenses; 5,554 weapons offenses; 1,501 homicide-related offenses; and 1,114 kidnapping offenses.
