Requests for a response from the Russian and Iranian delegations to the U.N. were not immediately reacted to.

In addition to more drones, Iran has committed to giving Russia surface-to-surface missiles, according to two senior Iranian officials and two Iranian diplomats who spoke to Reuters in October.

On Wednesday, the U.S. claimed that while it had observed Iran continuing to supply drones to Russia, there was no proof that Iran had also sent Russia ballistic missiles against Ukraine.

Woodward addressed the topic of weapons from the Ukraine crisis that, according to Russia, are “falling into the hands of outlaws and terrorists” elsewhere in Europe, the Middle East, and Africa in advance of a Security Council meeting later on Friday.

She added that Britain was “fairly convinced” that Russia was looking to get weapons from North Korea and other countries subject to harsh sanctions since their stockpiles were visibly depleting.

In response to demands from the West to send experts to Ukraine to examine downed drones, U.N. Secretary-General Antonio Guterres said in a report earlier this week that the organization is looking into “available material” on claims that Iran provided Russia with drones.

The delivery of drones built in Iran to Russia allegedly violates a 2015 U.N. Security Council resolution enshrining the Iran nuclear deal, according to Britain, France, Germany, the United States, and Ukraine.

Russia claims that Guterres lacks the authority to dispatch U.N. experts to Ukraine to look into the drones’ genesis.

In the most recent report, Guterres stated that the U.N. Security Council would need to give its prior consent before transferring drones or ballistic missiles with a range of more than 186 miles from Iran to another nation.
