Ecuadorian man sought on a global warrant for raping a 13-year-old girl was detained by ERO Newark

NEWARK, N.J. U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Newark apprehended an Ecuadorian wanted for the rape of a 13-year-old girl in Ecuador. Ecuadorian national and citizen Manuel Oswaldo Guzman-Morales has been detained numerous times while abroad.

Guzman-Morales arrived in the country at an unspecified time and day. He was given permission to leave voluntarily by an immigration judge, and on December 28, 1994, he left the country for Ecuador.

Guzman-Morales was detained by ERO Newark on January 23, 2007, in West New York, New Jersey. An immigration judge permitted his voluntary departure on December 31, 2008, for a period ending on March 2, 2009. He was ordered to be deported following the dismissal of both his petition and appeal with the 3rd Circuit Court of Appeals and the Board of Immigration Appeals (BIA). Guzman-Morales was transferred by ERO Newark to Ecuador on July 27, 2010.

Guzman-Morales was detained by the United States Border Patrol (USBP) on June 5, 2013, in the vicinity of Pisinemo, Arizona, after entering the country without being checked by an immigration officer or being accepted or paroled. He was handed up to ICE custody after being served with a Notice to Appear (NTA).

A Notice of Intent/Decision to Reinstate Prior Order of Removal was served on Guzman-Morales by ERO Phoenix on June 13, 2013, following the cancellation of the NTA. According to Rodriguez v. Robbin, an immigration judge issued Guzman-Morales a $6,500 bond on January 23, 2014. Bond was posted by Guzman-Morales on January 24, 2014. ERO Phoenix served him with a supervision order and freed him from ICE custody on the same day.

Guzman-Morales was the subject of an international arrest warrant issued by Ecuador on February 15, 2021, for the crime of rape. On May 16, 2013, the alleged incident allegedly occurred at La Vaquera, Cantón Biblián, Province of Caar. According to court records, the claimed victim was a kid, particularly a female 13-year-old.

In accordance with the international warrant issued in February, ERO Newark detained Guzman-Morales on August 30 and gave him notice of his release being revoked. He is currently being held in ICE custody while his case is being resolved.
